cleaning deposit

does a landlord have the wright to take 100 dollars out of security deposit when you move to cover cleaning of carpet,were we live people are complaining that the landlord takes 100 out for carpet cleaning , and even if we cleaned it our selfs they would even take it out, do they have the wright by law?
