Legal Question in Real Estate Law in California
Comcast came to my house and break a big area of cement on my property next to my driveway. They told me there is a cable broke underneath of the cement. Do they have the right to do that withour any permit or discuss with me?
BTW, I'm not their customer.

It doesn't matter if you are a customer or not. What matters is whether or not the cable is laid within a legally established utility easement. If so, they had every right to do it. If not, they are liable for trespass.
