Legal Question in Real Estate Law in California
My condo flooded and damaged my neighbors unit. Now he wants me to pay his deductable. Am I responsible for that.

It depends on why it flooded, but there is a good possibility you are responsible.

If you report this to your insurance company they may pay if you owe.
