condominium association responsibilities

As an owner in a small(18 unit)condo ass., what legal recourse do I have if the association will not approve needed repairs, maintenance and upkeep. Tree roots are uplifting sidewalks causing a potential hazard.

The courts give a wide degree of deference to decisions made by the governing bodies of HOA's in California. Your two basic options are (1) seek mediation or some other form of alternate dispute resolution; (2) file a lawsuit seeking a court order to compel the HOA to fulfill its duties under the CC&Rs; and (3) getting enough people to support your cause to run for the board of directors and change the policiies.
