Can my condominium association (16 units) remove a spa without 100% homeowners approval?

Probably. Read your CC&Rs;and Bylaws. They will contain the voting requirements for such a change to the HOA common areas and facilities. Often times it is a 2/3rds requirement, but you need to review your governing documents for the actual requirements.
