Co-owner of a condo

I co-own a 2BR. condo in TX in which the other co-owner lives (I'm in CA). I consider him to be renting my half of the condo, thus I haven't made a mortgage payment in about 5 years. The other co-owner will not return my phone calls. What are my options to either buy him out, or force him to buy me out, so that both of us can become clear of co-owning?
