What form would I record to vacate a recorded declaration of easement to the County?

If you have given an easement to the County, you are going to need the County to give up the easement. This is not a form you can record on your own. Otherwise, you would have to file an action to have the easement declared abandoned.

It is not clea from your post what the exact facts are in your situation, and whether or not you can end the recorded easement.
