Decreased Rent Payment

I signed a 1 year lease for $1095.00/month on Jan-22-2002 for a 1 br effective Mar-1/2002. But in Feb-1-2002 the landlord lowered the rent to $995.00/month. Since the

rent rate decrease was before my move in date, I've asked the landlord to give me the new lower rate but he has refused stating that I've already signed the lease when the lower rate went into effect. What can I do? Can I sue him for the difference?

If the rent would have gone up, and the landlord could rent it for more, the landlord would be asking this question. And the answer would be the same. It's a done deal at $1,095.00 per month. So unless you can sweeten the pot somehow. Your contract is at the $1,095.00 per month. You might try signing for a longer lease, etc. if you have that much latitude.
