That depends on any contractual agreement between you and the person you deed the property to. I have the feeling as I read your post that you are transferring property for some reason, without a written contract. I strongly urge you not to do this, as this can create serious problems for you later.

I suggest that you speak to an attorney, and get some quality legal advice before transferring real property to any other person,

The correct answer to your question is that property taxes run with the land. They are not a personal debt. So if you deed your property to another person without arranging for the taxes to be paid current, they are liable for them unless they want to let the property go to tax sale eventually. With that said, however, if you deed a property to another person without receiving market value payment for it, you may owe gift taxes on it. Also, if you make the deed to try to put the property out of reach of creditors or someone suing you, both you and the recipient of the property can be sued for fraudulent transfer.
