dog bite at a rental house - owner had workers doing repairs

I rent a house in California. My landlord informed me on Thursday afternoon that workers were coming over at 7am to do some repairs. The concern from me, was that I have 3 large dogs that the landlord will not allow into the house. I penned them in the garage until 2:50pm. I let the landlord know that I was letting the dogs out to relieve themselves, and then I would take them with me to run an errand, so as to allow the workers entrance into the garage. One of my dogs went right for the man. It doesn't appear as though he broke the skin. The landlord rushed the man to the doctor to be checked. The landlord now tells me that I am responsible for the bill. Is this true?

Yes. You can also be sued for more money on top of that.
