Easement

I own a house with a small backyard on a big land, that is on a hill, and the county is taking care of the hill's greens, like weeding, watering landscaping. Can I extend my backyard on my own land?

You have a right (absent any local ordinance to the contrary) to enclose all of your own land with a fence and use it as you wish, within zoning and building laws, and within reason (there is no right to create a private nuisance).

However, you should be careful that your proposed expanded yard does not trespass upon county land. Be sure to know your own boundaries.
