Legal Question in Real Estate Law in California

I'm in escrow with an reo property. I need the gas and water turned on to do the home inspection and get the apprasial to fund from the lender. There's a past balance on the utilitys that the bank agreed to pay the listing agent back once she turns utilitys on. She won't turn them on. I've went to her broker. He won't turn them on. What can I do? The escrow can't move foward without the appeaisal or inspection.what can I do to get them to turn on utlitys??

Rather odd that the bank and its broker can't get their act together. Maybe they have a better offer. Sound like more of a negotiating problem than legal. All I can advise is to tell the bank over and over that you need gas and water in order to take your next step.
