Evading summons... better definintion?

Our horrible, awful no good, very bad neighbors are finally being evicted and I have been informed that they are now 'evading service of summons and complaints'.

What does this eman and/or entail?

The eviction is already half way through.

Whomever is handling the eviction should know about posting and alternative Service. Are you using an attorney? An attorney service? Is this an apartment? A condominum?
