Is the "Evergreen Legal Services" located in Ontario, CA a legit mortgage refinaing company?

They have an F from the Better Business Bureau at one location and a "not accredited" at another, and a complaint filed with the Attorney General for taking payment up front for a mortgage refinance, which is totally illegal in CA. I have no personal knowledge of them, but those two factors would suggest to me that they are not legit.
