Legal Question in Real Estate Law in California

FACT:

In1941 WW 2 the government took land from farmers, and made

including but not limited to Army, Naval, & Airports throughout

California for War efforts & needs.

Question:

What procedure is needed to file a restoration or recapture

rights to the oil/gas/mineral rights farmers had on their land

today, in conjunction with government steped in and used it

for WW 2

Government did not honor any of their agreements for

compensation to the people whom own the land from

1941 takeover.
