our neighbor owns her house, we rent. sometimes when we park our motor vehicles on the street side-walk in front of her house (we never block her drive way) she demands us to move our car or else she is going to call the tow-truck to tow it away at our expense! can she do that? i thought the side-walk was the county's property??? please explain a.s.a.p.

It would depend on if there are any CC&R's that prohibit parking in the street. Many municipal codes do not allow a vehicle to remain parked, without operation, for more than 72 hours. You might check with the city or county to see if they have such an ordinance.
If there isn't one, and she has the vehicle towed without contacting a government entity, she will be responsible for the towing and storage fees, any damage, and you couold report her for car theft.
A reputable towing company will not tow a vehicle if there is not basis to do so.
