can a federal agent or police officer enter a private property without reason or invitation when the door is unlocked, same question about citizens or neighbors?

This is more of a criminal law question. The general rule is no, police and government agents may not enter a home without a warrant. There are several exceptions, and it is not clear from your post whether any of these exceptions would apply to your particular case.
