If a fence is 10 iches on my property, and there is a 2 foot elavation differnce, who is responsible for the reconstruction of the fence?

I do not fully understand your question. Who built the fence on your property, did they have your approval to put it on your property, how wide is the fence, how long has it been there with your knowing it was on your property, what was done on whose lot so that if you move 10" you have a 2' increase in height, etc. Who is it who wants the fence rebuilt and will it be on the property line or still 10" onto your property?
