I want to know if you have your fence in place for over 10 years can someone come along and make you chang it

Maybe. (1) Is the fence on your property, or someone else's? If it is on someone else's land, it is trespassing and the owner can oblige you to remove it. (2) Does it violate an ordinance or law? For example, so-called spite fences are illegal under state law (Civil Code section 841.4).
