Can I file a Motion to Quash Service of Summons on my own? The landlord did not properly deliver 3-day notice.

Of course you can. A party is always allowed to file Motions or other papers on their own behalf. You may still want to pay a nominal fee to an attorney to draft it or to look it over to make sure you are stating everything properly and in a way that is in your best interests.
