How do I file in Small Claims if...?
How would/could I sue my landlord for withholding an unfair amount of my security deposit if I've already moved out of the state of California?

You would need to file a complaint with the court having jurisdiction over the landlord and/or the property (i.e., in the California county in which you previously lived). That would mean traveling to California for a trial at some time in the future.
