If a financial settlement contract if signed with a CA section 1542 waiver attached would that preculde us from attempting to recover additional funds even if the company is later deemed to have engaged in unlawful/criminal/deceptive practices?

Yes, unless the settlement contract itself was procured by fraud or criminal conduct, or if the unlawful/criminal/deceptive practices occurred after the waiver.
