flood lights

My neighbor installed flood lights facing my house shining directly into my three bedrooms. is this legal?

I am tempted to recommend mirrors.

If you can demonstrate that the lights are pointed directly at your windows and cannot reasonably be said to be used for general lighting purposes, maybe a small claims lawsuit for nuisance would be in order.
