Legal Question in Real Estate Law in California

I foreclosed on a 9 unit property in Marysville, CA. The previous owner (a licensed real estate broker) has not returned my calls for the transfer of the deposits the tenants made to him. Since it was a foreclosure, is he still legally obligated to return the deposits, either to me or the tenants? If yes, is small claims court the way to go? (Deposits total $5200)

The deposits are a debt owed the tenants; you become responsible also by buying the property. Demand a full payment within 10 calendar day or you will have no choice but to sue in Small Claims Court [best place to sue]. You should also contact the Department of Real Estate to see what they can do since he is a broker.
