Legal Question in Real Estate Law in California

Fraud

I gave a mortage lender $8,000.00 to pay off my debts & improve my credit score. He paid only $4,000.00 & will not refund the balance, nor will he pay the creditors.

This has ruined by good credit & is preventing me from purchasing a house.

Can I report him to the District Attorneys Office, or should I contact the management at his company?

Do both. Also sue him in small claims court for failing to return the $4,000. You may also want to consider reporting him to the Department of Real Estate and the Department of Corporations; both entities have web sites.
