Legal Question in Real Estate Law in California

There have been six free standing commercial buildings existing on one continuous lot for many years. The parcel is divided into four different owners. All customers have been parking freely on the parcel for many years. Recently one of the parcel was purchased by an individual who wants to have a valet parking service only for his customers in exclusion of the customers of other businesses in the lot. In California, can his conduct be stopped?

You have a complex situation there that you have not provided enough information to answer, and quite frankly you could not possibly provide enough information in an Internet Q&A format anyway, since answering the question would require review of the title documents for the parcel and any agreements among or between present and past owners regarding development and use of the property.
