Legal Question in Real Estate Law in California
my friend is renting an apartment and has termites but the landlord is not taking action to treat it. Also, they heard from other neighbors who lived longer that the termites have been there for a long time. Can my friend write a letter about the termites and get signatures/names of the neighbors and send it to the landlord? My friend lives in California.

Of course, your friend can write letters, with or without input from the neighbors. However, what good will it do? The landlord has already been told about the termites, and has, for whatever reason, elected to do nothing. That's his privilege. The tenant has no standing to oblige the landlord to do anything. Vermin (whatever they are) would be another matter.
