garbage laws

my friend lives in apt complex she got fined 4 too much garbage however I feel that there is inadequate place for waste definetly out of county codes 3 days b4 pick up its repulsing can we do anything

Yes. Check with the county to verify you feeling that the disposal capacity is really below what's required. Discuss the situation with the apartment manager. Recycle more. Negotiate, negotiate, negotiate. All such problems can be resolved with thought, research, and cooperation.
