You cannot use a POA given under U.S. law and expect it to be good in Uruguay. You'll need to use one that is valid under Urugay law.

I recommend that you contact a Uruguayan consular office in the United States; they will probably be able to furnish a POA form that's valid in Uruguay, or at least direct you to an attorney who is familiar with Uruguayan law and legal forms.
