If there is a guest on a person's property who was once welcome -- living there with free rent in exchange for watching the family's children -- but is now not welcome and the guest will not physically leave the premises, does the homeowner have the right to evict/arrest this guest to get her off the property?

Guests who are no longer welcome become trepassers when asked to leave and, upon reasonable notice, fail to do so. They are not entitled to eviction proceedings. The police should remove them upon request (but will probably be reluctant to do so because (a) they are too busy, and (b) they won't take the time to figure out whether this is a "civil matter" or a trespass.
