what to do against harassment of dog owners or barking dogs
A neighbour of our area harasses all of us for barking dogs - dogs have been found mysteriously dead - two of ours were poisened with sticknine - one survived. The noise sensitive neighbour was driven out by his former neighbouhood - here all home owners are afraid of him and his neurotic behaviour.
Dogs do bark and many times with reason. He stands in front of our houses and gardens to record the barking - keep logs of irroneus hour-long barking - the animal shelter is on the complainer's side as there is an ordinance against nuisance barking. This man extorted moneys from one of us - now after 10 years he is on it again demanding money. What can we do?

I suggest you pay him. your dogs are not allowed to bark.

Your problem is serious in that you may end up with a directive from animal control to impound your dogs. The issue is whether your dogs are barking excessively and particulary at night without corrective measures by the owners. I would call the Police, or in the alternative, the local District Attorney's office, and report the crime of extortion. Secondly if you are in imminent fear of bodily harm, I would go to the local Court and seek a restraining order.
