Being hassled by a road association

I am not a member of the Road Association. 2 years ago they took me to court to pay for improvements and maintenance. The Judge awarded them only maintenance based off my road usage per the Civil Code, which is what I had offered to pay the association to begin with. The same association is again billing me for road improvements and some maintenance, but none of this was done to the portion of the road that I use, and they are billing everyone the same amount, not based on their usage. The association also has an insurance policy on the road and they are billing me for this again. The judge through that out last time, but they still keep biling me.

I fill I am being billed for items that they can't bill me for as well as bening harrassed and will eventually be sued again. It seems that the only way I can get a point across to the association is to wait for them to take me to court to find out that they are wrong. Sending them the civil code doesn't seem to help.

Is their anything I can have done to the association such as a restraining order? If I go to court over this again do I have grounds to counter sue for lost time on the job and court costs?
