I have a hedge at my home near the edge of my property. It was about 8 feet tall. My neighbor cut it down to about 4 feet tall without notifying me. She says it was because the shade was killing her roses. Can she do that?

If it was solely on your property and not on the property line, she has trespassed.

Definetly a trespass, and would be so even if the hedge was too high under some kind of CC&R or local ordinance; the law frowns on self-help.
