Legal Question in Real Estate Law in California

Hi,

I live in a locked apartment building and in the last month there have been police either at the front door or in the hallways a few times. I'm wondering what the legal issues around police entering locked buildings. Do I have the right not to let them into the building if they don't have a warrant or is that considered interfering with police business? Do they have a right to hang around the hallways? I know once they came because a tenant had made a complaint about another tenant but I'm not sure about the other times.

All the tenants and the landlord and the landlord's agents (such as resident manager) have the right to access the common areas of an apartment building, and to invite visitors into those common areas. So if anyone allowed the police in, they have a right to be there without a warrant.
