HOA Board and Visitor Parking

We live in a 16 unit town home complex which has 8 visitors parking spots. There are signs in these spots which say "Visitors parking - Vilolatrors will be towed", nothing regarding fines. When a board member allegedly witnesses a violation, nothing is conveyed at the time. The alleged violation just shows up on our HOA bill as a fine of $25.00 to $50.00 dollars without any information regarding the vehicle, time of violation, witness, etc. My question is, Can they legally do this without having some kind of legal documentation that is given at that time. We have three instances in which they have said on of our vehicles was parked in these spots and wasn't. How should we procede with fighting this?
