Your HOA probably has the power to make rules limiting street parking, and likely driveway parking as well. Is the driveway area individually owned, or common? (This may not even be a deciding factor). When you move into a nabaged community, you accept a degree of group legislating on certain matters such as exterior paint color choices, on-site trash receptacles, and parking. Wirhout reading the rules of your development, including the powers of the HOA to legislate in new areas, I couldn't be sure, but it would not be at all unusual for your HOA to be doing rule-making in this area. There are probably a lot of residents in your development who favor limits on parking of vehicles in driveways and the HOA may well have support for its position. Of course, you should make sure you're not being discriminated against.
