My HOA completely ignores Davis-Sterling, as an owner, what can I do to get them to comply with the statutes?

The only way an owner can enforce Davis-Sterling is by filing a lawsuit seeking injunctive relief compelling the HOA to stop any conduct not in compliance or to do anything it is not doing that is required for compliance.

I agree with Mr. McCormick re enforcement. I'd suggest before going the enforcement route, (a) make sure the HOA is informed about Davis-Sterling, and (b) try to get an understanding of why they are failing to comply.
