Legal Question in Real Estate Law in California

HOA dues

I own a condominium and my HOA dues was increase in April 2004. Some of the expense are calculated by # of household members (Water Bill & gas bill) insurance bill is calculated by square footage. I am asking the management company to give me a calculation how they came about my HOA dues. I have written two letters and have talk verbally several times. The response I get is they are still working on it.

Am I right in asking for the detail calculation. Do I have any rights to this information as a homeowner. Am I protected by any law. What should I do. Do you agree that insurance should be based on square footage beacause there are lot of common area that should be covered by this insurance. Thank You for your help.
