Legal Question in Real Estate Law in California

We have an HOA and live in a flag lot. The HOA continues to walk the leight of our driveway to take pictures. One time our car cover was removed to check on the tags. They say that our driveway is an easment and it is alright. we recieved a cease and desist from preventing them from using the driveway (up on our our grass to read the car tags of a car that was backed up over the grass area)
