HOA's
After several written requests from members, the BOD and Management company always has an excuse and fails to give insurance statements as well as financials, beyond a cursory summary, as required by civil code. Must we file a civil suit. And how do we go about it.

Yes. It is an action for an accounting. Any individual can represent themselves in court, but only an attorney can represent another person. If you have multiple members willing to cooperate, you should meed with an attorney and split the legal costs.
