Legal Question in Real Estate Law in California

Home addition permit application in process for almost 3 years...

My plans for an addition to my home have been in process for a permit for almost 3 years.

I submitted plans to the County of Santa Barbara for a home addition project in November of 2001. The newly incorporated City of Goleta took over processing of the plans from the County in July, 2002.

Bottom line: I feel that my project has been repeatedly delayed without good cause, and that I have been treated unfairly by the planning department on multiple occasions. Three yeas seems like a very long time to process a simple home addition application. (Other similar projects in the neighborhood have been approved in a matter of months.)

What potential legal remedies might I have? Is it worth filing a lawsuit given the amount of money a jury might award?

You can file a lawsuit to force a decision. You should also be able to petition to get a decision and find out the status.
