Legal Question in Real Estate Law in California

Home Owners Association Withholding Information

We are a small residential community of about 293 residents that had an association created some 40 yrs ago.The City took over the majority of resposnibilities, leaving the association to maintain an entry area, a central strip of land dividing the hwy & a circular land area.We have minimal CC & R's as these directors have voted most out.The CC & R's pertain to height of vegetation, getting approval for remodels(altho City can supersede and approve changes)In other words their duties are mickey mouse and we really don't need an association anymore. We feel there is mismanagement, and upon request rec'd copies of their expenditures:very weak submission and vague documentation. We have sent several requests for follow up information regarding these costs & when are the meetings so we can attend,This president claims: priviledged info. This is NOT a private corporation.Even the city has open meetings that rae published for the public to attend!

Any member in good standing is entitled to examine the books and records. Maybe there aren't any. The dissident members should consult a local real-estate lawyer with HOA experience.
