Legal Question in Real Estate Law in California
I own a home with one other person, they refuse to pay the mortgage like we have previously agreed to, and I’m wanting to know what options I have to take over the title because they are financially sinking me on purpose.

This can be very big trouble. Can you get a loan and buy the other person's half of the property? Something like that is going to be your best option. You can sell the house with the other person's agreement, or you will have to sue them if they don't agree. This is very bad. Your other option is to stop paying the mortgage completely, and eventually the bank will start the foreclosure process and force a sale of the house. This can be very, very costly and I wish I had better advice.
Good luck.
