my house was in foreclosure about a year ago i then applied for a modification was turned down and they were trying to find another program my question is can they just lock me out or do they have to serve me with papers

The lender must complete the foreclosure process first. They cannot just lock you out. What they normally do is send a real estate agent to you to offer you some $$ in exchange for voluntarily moving so they will not need to file an eviction proceeding (unlawful detainer).
