House

If person A & person B have their names on a house, but person C paid for the house. Can I make a paper for person A & B and their spouses to sign so that they won't use the house to get any money? Thank you!

A & B and their spouses can deed the property to C. The deed to C may trigger reassessment of property taxes under Proposition 13.

Other arrangements, such as trusts, are possible but I would want to know why they are needed.

Yes, it is called a deed. Good luck getting person A and person B to sign over their property to person C without a court order.

Huh? Are you "person C"? Are persons A and B disputing your ownership? Are they single? How did they take title? There are not enough facts to give you a reliable answer.
