imposing penalties on the seller

I entered into a agreement to buy my home cash and deposited the funds in escrow. The property had minor city code violations which were repaired but the delays had been water heater code violations. After a month of delays ie. exstentions by seller I conected with city code officer and contractor and resolved in three days! Seller refuses to honor my penalties for failure to act which has caused six weeks of delays. at this time escrow has not closed and seller sends another exstension refusing penalties. I pay rent and storge cost while waiting to close escrow. Do I have a leagal right to impose and collect my imposed penalties?
