can an individual living in the builder's new neighborhood recieve a finder's fee from the builder of new homes in Sacramento, CA for referring others to buy?

It is legal for a person not holding a real estate license to receive a finder's fee, so long as the services rendered for the fee do not include any activity or involvement for which a broker's license is required. The forbidden activities would include advertising, solicitation of offers, and negotiating any pricing or other deal terms.
