Legal Question in Real Estate Law in California

We have an issue with an apartment adjoining ours where late night noise and activity continually, nightly interrupt our sleep. We have approached the tenants both verbally and in writing, as we have the property management, to no avail. We are told it is "domestic activity" and there is nothing we can do about it. What can we do about it? We are in San Mateo County in California where local code outlines "unnecessary noise" as a violation but offer no involvement. At this point we feel we are being harrassed.

I cannot think of a sure solution other than moving. The noisy neighbors must have a very solid relationship with the property management, which ordinarily I would expect to take a more active role in cutting down the noise. The County is less than likely to get involved in a private noise dispute when the noise is not noticed and complained about by the public in general, and from a public point of observation.
