in a joint tenancy right to survival upon death , can one of the tenant put his half of the house in a revocable trust and name his trustees? without informing the other joint tenant. ?

Yes, and that would sever the joint tenancy, making the former joint tenants now tenants in common.

Also, when the transfer to the trust is recorded, that constitutes notice to the other former joint tenant.
