does code enforcement have the right to evict my caretaker and tell him he has to remove his fully self contained motor home?? my property and the road is not maintained by the county. both ends of my private road are posted as such.

First, I'm not sure this falls under the heading of an 'eviction,' although it might.

More important, code enforcement officers have the power to enforce the codes. The only question here is whether a code is being violated. Such codes are often local in nature and reading and understanding the specific language of the code that's being enforced is the key.

I would tend to think many localities (counties, cities) would have codes regarding long-term parking or placement of self-contained motor homes on parcels of land, whether or not occupied and whether or not driven from point A to point B on the land from time to time. Such codes would be consistent with zoning and land-use planning codes and would be constitutional and enforceable in most cases.
